International Police Advisor (IPA) Iraq

Job Summary:

International Police Advisors (IPAs) provide civilian law enforcement expertise to U.S. Central Command’s Civilian Police Assistance Training Team (CPATT) or its derivative command the Iraq Training and Assistance Mission (ITAM). IPAs partner with their U.S. military counterparts to assess, advise, mentor, and train Iraqi Police Service officers and cadets. IPAs work throughout Iraq both in academy settings and in the field.

Requirements:

  • Ten or more years of work experience with at least three years continuous experience in a department of at least 25 sworn officers as a state, local or federal law enforcement officer with principal responsibilities for providing police protection and criminal investigation services, including experience as a field training officer (Experience as an international police liaison officer counts towards this experience requirement);
  • No more than three years elapsed since time of separation from a law enforcement department or agency to date of application;
  • Graduation from a Police Officer Standards and Training (POST) certified academy or equivalent certified law enforcement training academy;
  • Extensive knowledge of and experience in applying any four (4) of the following subject areas:

    a. Patrol operations (must have reached the rank of sergeant or above);
    b. Criminal investigations;
    c. Training in a police academy;
    d. Crime scene investigation;
    e. Firearms (POST/Federal Certified Instructor);
    f. Unarmed self-defense techniques;

  • Ability to effectively communicate, advise and train others in principles of democratic policing through a language assistant; and
  • Absence of any physical defect(s) or disease or psychological condition that would render the individual unable to perform the critical tasks to be performed by the position of IPA.

    Preferred Qualifications:

  • Two or more years as a first-line supervisor in a law enforcement organization;
  • International policing experience;
  • Specialized training in the areas of:

    a. S.W.A.T. operations;
    b. Motor vehicle operation in enforcement operations;
    c. Physical training;
    d. Physical arrest techniques;
    e. Narcotics investigation;
    f. Point of entry and border enforcement skills;
    g. Community Policing;
    h. Training and instructor development;

  • A bachelor’s degree from a regionally accredited educational institution in a law enforcement related field.
  • Currently employed IPAs shall not be subject to minimum qualifications reflected herein during the period of their current contract or for any approved contract extension. Former IPAs requesting re-employment in the Iraq police mission following a mandatory lay out or returning from other CIVPOL missions will be subject to these minimum qualifications as indicated herein.

    Experience:

    Ten or more years of work experience with at least three years continuous experience in a department of at least 25 sworn officers as a state, local or federal law enforcement officer with principal responsibilities for providing police protection and criminal investigation services, including experience as a Field Training Officer (FTO). Experience as an international police liaison officer counts towards this experience requirement.

    Education:

    A bachelor’s degree from a regionally accredited educational institution in a law enforcement related field is preferred but not mandatory.
