Program Manager Job Code: 611009 PENDING CONTRACT APPROVAL Job Summary: Develop project plans for Iraqi Security Forces (ISF) Strategic Logistics Directorate, United States Forces-Iraq (USF-I), Office of the Deputy Commanding General for Advising and Training (DCG A&T) located in Baghdad, Iraq. Raise appropriate problems and delays to the Director for resolution and decisions. Serves as an expert analyst and advisor to the Director ISF Strategic Logistics Office and advises the Director on major and controversial matters having impact on logistics and sustainment acquisition management regarding the Government of Iraq. Participate in coordination meetings to continuously track detailed status of each aspect of the project. Principal Accountability's: • Significant program and policy issues affecting the Directorate, such as those involving political, technological, financial, organizational, and administrative changes in legislation, policy, program authority, funding, resources and changes in USF-I or GOI organizational structure; policy formulation and long range planning in connection with prospective changes in mission, tasks, functions and programs. • Developing current and future process policies, practices, methods and metrics; designing strategies to implement current and future program/process activities; developing functional requirements; and developing methodologies which facilitate decisions between functional and program/process requirements and stakeholders or other external requirements. • Ensures adherence to master plans and schedules, develops solutions to program problems, and recommends a path forward. Acts as advisor to program team regarding projects, tasks, and operations. Provides advice and guidance concerning the probable effects of alternative solutions to program/process problems. • Frequent contacts with executive level officials; SES, flag and general officers representing the US and Iraqi military services and high ranking representatives of foreign governments, the State Department and US non-governmental organizations. Preparation typically includes briefing packages which require extensive analytical input by the incumbent and the Directorate staff. The meetings may also occur with little or no advanced notice. Contacts usually involve active participation in conferences, meetings, hearings and presentations involving problems and issues of considerable consequence and importance to the Command. • Develops, analyzes, and evaluates new or modified program or management policies, goals or objectives. • Ensures that complex program or process issues with potentially competing high-level priorities are properly addressed and resolved. Assesses the strengths and weaknesses of competing processes. Requirements: Have experience in Program or Project Management Have or be able to obtain a U.S. Secret Clearance Experienced leading diverse team members Self-sufficient in preparation of MS Office products (papers, presentations, briefings, spreadsheets). Sound professional judgment Familiar with standard concepts, practices, and procedures within the field of logistics. Demonstrated management/leadership skills Computer skills required; MS PowerPoint, MS Word, MS Excel , MS Project (or another project management software program) Excellent written and oral communications skills Experience: At least 5 years hands-on experience in project management Education: Bachelor’s Degree Highly Preferred: Degree in Business, Finance, Engineering, or related area that requires extensive use of project management skills Previous experience working in Iraq or other Arab nation Ability to speak Arabic Experience on Flag/General Officer level or other senior executive staff Experience as a Program Manager or Deputy Program Manager |
