Job Summary:

The DOS/INL Afghanistan Civilian Advisor Program is a United States Government funded program, managed by the US Department of State, to assist the U.S. and Afghanistan Governments in creating a civilian security sector infrastructure capable of implementing and sustaining the Rule of Law while applying international humanitarian standards.

The Principal Deputy Program Manager/Contingent Commander (PDPM/CC) shall be the primary point of coordination for support to task order (TO) activities in country for all Contractor Sub-task DPMs, and shall interface directly with the Government I-PMO and I-CORs to ensure effective TO management.

The PDPM shall be available at all time to meet with or be called upon by INL in-country representatives, who may perform site visits to review any aspect of program performance.

Principal Accountabilities:

  • Performs many of the following responsibilities as they pertain to assigned program:
  • Management and supervision of CIVPOL Afghanistan personnel in the field.
  • High-quality execution of the CIVPOL Afghanistan Program, on schedule and within budget. This includes oversight and direction of a large/diverse workforce, contact administration, program finance, invoicing, local recruiting, procurement, property accountability, equipment maintenance, information technology and communication, minor construction management, and overall administrative management of diverse functional areas covered by the Task Order Statement of Work.
  • Establish, operate and maintain one or more local site(s) support offices in country to provide or coordinate the provision of 24/7 administrative management, logistical, and other support to TO personnel. The office shall include personnel with the authority to authorize work, respond to the technical direction of DOS personnel and take immediate action in the event of an emergency. The Contractor shall present their rational for the location and function of each established support office.
  • Meeting customers’ needs/requests, interacting with senior Department of State International Narcotics and law Enforcement In-County Contracting Officers’ Representatives.
  • Coordinating with Afghanistan government officials.
  • Meeting Key Performance Indicators and performance metrics.
  • Providing technical expertise and input for proposals for Task Orders and in the development and revision of technical and cost proposals.
  • Responding to and implementing Task Order requests and contractual modifications, reporting on the performance and ensuring that the customer requirements are met in a timely manner.
  • Preparing Task Order Performance Management Reviews and briefing them to the Program Manager, identifying performance shortfalls and recommending plans of action for fixing areas identified as not meeting the standard.
  • Developing policies, procedures, methods, operating practices and functional performance standards.
  • Implementing best business practices, training and individual professional development to enhance the effectiveness of the CIVPOL workforce.
  • Developing and executing a continuous improvement of the CIVPOL program in Afghanistan.

    Knowledge & Skills:

  • Knowledge of U.S. Military Command & Control structures and operational methods.
  • Knowledge of current state of the art police practices.
  • Excellent communicational and interpersonal skills.
  • Knowledge of various computer programs required (i.e. Excel, Work, and Outlook).
  • Top Secret security clearance required.

    Physical Requirements:

    Primary duty station(s) are located in Afghanistan. Place of duty and environmental conditions can be extremely austere, harsh, and work can be performed under hostile and life-threatening conditions.

    Experience:

    Experience Required:
  • Minimum of five (5) years experience at the senior management and executive levels in a law enforcement organization of more than 100 sworn officers.
  • Ten (10) years experience in patrol, investigations, and administrative functions exclusive of the previous requirement.
  • Minimum of one (1) year of international police experience.

    Desired Experience:
  • Ten (10) years experience in developing, managing, and assessing law enforcement programs.
  • Two (2) years experience as a supervisor in international policing.

    Education:

    Master’s degree in a law enforcement field from an accredited educational institution.
