Kuwait Base Operations, Services, Supply, and Support contracts supports the US Army’s Sustainment Group – Kuwait by providing contractor supported services to include : Project Management and Administration, Postal Services: APO-JMMT, Operations, Logistics which includes Material Maintenance, Supply and Services, and Installation Transportation, Safety, Information Management Systems Support, Engineering, Medical Support, Installation Services, MWR, Security and fire protection.. Following Operation Desert Storm and the liberation of Kuwait in February 1991, Camp Doha became the focal point for United States (US) Armed Forces in Kuwait. The threat of future aggression necessitated a US presence to maintain security and stability in the Gulf region. US military forces began deploying routinely to Kuwait to provide security assistance, participate in training exercises, and perform necessary contingency planning. For this purpose and to support forward deployed forces, CSSC-K was created, and modernized facilities have been constructed. The operations moved from Camp Doha into the new facilities located at Camp Arifjan in 2006
Transition Manager Develops, implements, and manages: The phase-in of the project. Ensures that all elements of the contract are performed to specified standards. Orchestrates the process and procedures to hire the employees, inventory, inspect and establish accountability for all government furnished equipment and facilities. Manage the procurement and establish accountability for all contractor furnished equipment. Establish procedures, processes and suspense dates for all Government deliverables. Train the work force and management to accomplish all functions required by the Contract, and start operations on schedule. Implement and enforce all corporate and customer policies and procedures. Responsible for the management of all contract personnel, operational functions, and control of assigned property and equipment at a project providing Combat Service Support to the Federal Government.
Principal Responsibilities: Provides leadership, training and knowledge to staff and employees. Implement Management practices to oversee and orchestrate all activities of a large project providing combat service support operations. Establishes and tracks progress toward performing the scope of work in an exceptional manner. Exceed all performances standards established by the cost plus award fee contract. Develop communications and information management systems to effectively control all requirements of the project. Establish process to maintain continuous coordination with the phasing-out contractor, customer and corporate headquarters. Prepare and submit all scheduled contract deliverable reports and documentation on time. Develop and implement plans for current and future requirements of the contract. Develops, collects and reports performance metrics as needed to inform customer and corporate management. Ensures all employees are totally committed to preserving a safe work area and environment Maintain constant vigilance to improve the efficiency of the contract and provided better support for all military forces Recommends program improvements and enhancements. Develop and Maintain a direct line of communications between Project Manager, COR, and Regional Military Commanders. Promote contract growth through aggressive partnering and rapid response to unpredicted customer requirements. Maintain, upgrade, issue and support all military and commercial equipment in theater as directed by the scope of the CSSC-K.

| Required Skills |
Through understanding of all aspects of Combat Service Support, Training of Brigades, Divisions and Theaters of Operation. Knowledgeable of management techniques with built in continuous improvement process. Implement Management system that provides centralized operational planning with controlled de-centralized execution. Ten years experience as a project manager or transition manager for combat service support contract.. Prior military service as a Warrant, Commissioned or non-Commissioned officer. College degree in Management or similar related discipline. Manager must be capable of performing in periods of extended hours under harsh environment to manage support of a large Government Contract. Must possess or be eligible for a Secret Clearance.
