| Position Description |
The purpose of the Afghanistan Ministry of Defense (MoD) Program Support is to procure contractor services of qualified personnel to provide dedicated indepth mentoring, training, subject matter expertise, and programmatic support to CSTC-A staff and the Afghan MoD focused on the missions, functional areas, and tasks listed in the Performance Based Statement of Work (PBSOW). The purpose of this support is to assist the MoD and associated Afghan National Army (ANA) forces in assuming full responsibility for their own security needs.
The goal for CSTC-A support to the MoD is a ministerial development program that synchronizes the development of MoD organizations and institutions with the development of management and operational systems. Vertical and horizontal integration of systems is achieved through mentor meetings, and other functional boards. The CSTC-A staff ranges in functional support from traditional CJ1, CJ2, CJ3 through CJ8 staffs following traditional U.S. and NATO organizations and includes special staff such the Combined Training Advisory Group, Detainee Operations, and Task Force Phoenix. CSTC-A focus is on building organizational capacity and capability. The CSTC-A staff relies on contractor support with prerequisite skills to develop the core management and operational systems essential to enable the ministry to independently plan, program, and manage its army.
Develop, train, and build a respected, multi-ethnic, affordable, sustainable, loyal and competent Afghan National Guard Force (ANGF) with the capability to conduct operations with limited or no international assistance by linking efforts of the fielded mentors and trainers with the CSTC-A Detainee Operations Directorate. CSTC-A has the overall requirement to support of the overall CSTC-A led program to develop, train, build and sustain a respected, multi-ethnic, affordable, sustainable, loyal and competent Afghan National Guard Force (ANGF) that has the capability to conduct operations with limited or no international assistance by linking efforts of the fielded mentors and trainers with the CSTC-A Detainee Operations Directorate
Minimum rank is non-commissioned officer E6-E7. Recent operational experience training Afghanistan or Iraq forces is highly preferred. This individual will be part of a multi-instructor workforce providing instruction in their functional area.
Ability to review relevant U.S. Field Manuals and publications for application to the Afghan National Army; in conjunction with CSTC-A, develops course of instruction and course materials; provides classroom training as required to teach, coach and train Afghan counterparts.
Battalion or Brigade Level training and or material/maintenance experience required. Understand/Implement functional logistics and or operational work center management (staff coordination/communication), Understand strategic military training and logistics operations, Capable of developing strategic training and or logistics policies
Bachelors or Education Equivalent preferred, TS/SCI eligible. Extensive experience as a senior trainer and/or course developer. Superior writing, computing and communications skills required. Experience in program or project management; office automation programs, such as MS Office, PowerPoint, Excel, Microsoft Word; Experience in working with Middle Eastern or Asian cultures is desired.
Desired skills Training and Doctrine Command experience. This individual will be part of a multi-instructor workforce providing instruction in their assigned functional area. Plans, develops, and coordinates training programs for ANA field support personnel based on established US Army training doctrine. Obtains information needed from CSTC-A to prepare publications and training programs; prepares training materials; in conjunction with CSTC-A staff develops course content; in association with MoD personnel determines appropriate methodology; and coordinates the development of training aids. Conducts training sessions and develops criteria for evaluating effectiveness of training activities. Continuously recommends lesson plan improvements to meet new training requirements and to keep technical information up to date.
Must meet all physical, medical and other requirements for overseas deployment in accordance with current DoD regulations. Must possess a fitness level appropriate to performing work in a field environment and current medical exam completed within the past 12 months. Must have been tested and present proof of a negative HIV test result performed within six months of deployment. Dental and medical readiness up to date and maintain a current US Passport. Must be eligible for SECRET Level Security Clearance (Previously granted and never revoked or suspended).
