Principal Accountabilities:
Under the direct supervision of the Team leader the incumbent shall be responsible for the following duties: Exercise control and ensure that the following tasks are accurately completed: planning, evaluation and assessment of air assets to ensure they meet mission needs, Act as the principal liaison person between the AMISOM and UNSOA in Mogadishu on Aviation matters; Coordinate day-to-day support of air operations; Manage and supervise air operations, including risk management, budget, staffing and development, and aviation training in Mogadishu; Comply with DPKO Aviation Safety Program and UN Department of Peacekeeping Operations' (DPKO) Aviation Standards and correct deficiencies in coordination with the mission aviation safety officer; Monitor the contract compliance of operators and Units and evaluate their performances on a periodical basis; Apply aviation administrative, logistics and technical standard operations procedures; Assist in the planning of the use of air assets to achieve pre-determined outcomes using cost effective and efficient methods to deliver services; Verify and advise on the serviceability of aircraft and aviation equipment in use and on the disposal of the unserviceable; Oversee the preparation of technical reports, statistics, and other documents required on ad hoc basis and related to air operations; Be responsible for the supervision of aviation staff in Mogadishu; Administer and manage the Movement Control Unit in the Sector; Provide multi-modal movement control support to the Sector; Plan, prioritize, coordinate and monitor movement tasks and responsibilities in the Sector; Allocate and delegate tasks as required to each Movement Control element in the Sector; Ensure safe, efficient and economical Movement support is provided to meet operational and administrative requirements of the mission; Maintain internal (sector specific) Standard Operating Procedures (SOPs) to be used in conjunction with Mission Move0ment Control SOPs; Ensure UN contractors operate within the Terms of the Agreement and UN Regulations; Ensure dangerous goods are transported In Accordance With (IAW) International Air Transport Association (IATA) Dangerous Goods Regulations (DGRs); Coordinate daily flight schedules with Air Operations in order to meet passenger and cargo requests; Provide passenger and cargo statistics to the Team leader at the end of each calendar month; Perform management functions in relation to personnel administration, performance evaluations and recruitment of national staff; Perform other duties as required
Management Responsibility:
Manage Aviation Section in Mogadishu and serve as adviser to logistics specialists and others on aviation related matters

Experience:
At least 5 years of progressively responsible experience, with at least 2 years at the international level. Experience in managing air operations of international, peacekeeping or military nature required. Extensive military movement control experience would be an advantage. Knowledge of UN financial rules desirable. Managerial experience of air charter operations is desirable.
Education:
Advanced university degree (Master’s degree or equivalent) in Air Transportation, Aviation Engineering/Management, or Air Traffic Control, or graduation from equivalent military establishment or military flight/air traffic control training. An Air Transport Pilot License/Air Transport Rating is required. Professional Pilot License or Engineering License or Air Traffic Controller License is required. Air Traffic Controller License, or graduation from an equivalent military establishment and military air transport flight/air traffic control training are desirable. A first level university degree with a relevant combination of education, professional training, certification in air transport, and experience in air transportation-related occupation, such as aviation safety/maintenance or air traffic control may be accepted in lieu of the advanced university degree.
