Position Description
The incumbent shall work as a team member to design and execute a comprehensive restructuring of the National Defense Sector and the Ministry of Defense in Liberia, specializing in Acquisition and Procurement. Working under the supervision of the Director of MOD Reform and Training, the successful candidate shall:

- Develop the Acquisition and Procurement components of a seventeen-week course designed to train all newly recruited Ministry of Defense personnel from initial entry to senior director levels

- Act as primary instructor for a class of 10 to 20 Ministry of Defense candidates for a ten week period of formal training

- Mentor those candidates selected for employment in Ministry of Defense Acquisition and Procurement functional area positions for a period of 16 weeks following their appointment to the Ministry

- Mentor and advise the Minister of Defense, his two Deputy Ministers, and three Assistant Ministers on Acquisition and Procurement issues

- Assist the new Ministry of Defense in drafting national security policy, Defense policy and strategy, and internal Ministry directives, protocols and standard operating procedures relevant to the Acquisitions and Procurement functional area

- Liaise with other members of the DynCorp Liberia SSR Team, the U.S. Government Operations Country Team, principals and senior members of the Liberian Government and Ministry of Defense.

- Other tasks as assigned

Required Skills
Qualified candidate will have experience performing duties in a Cops/Division or higher level Headquarters. Be well versed in the management and development of the specific field to be mentored. Individual must be and effective communicator, able to express concepts and requirements explicitly. Individual must be able to live and perform effectively in an austere environment.
