| Position Description |
The incumbent shall work as a team member to document a comprehensive restructuring of the Ministry of National Defense in Liberia. Working under the supervision of the Director of Restructuring the successful candidate shall: Perform as the point of contact compiling and documenting all project data accumulated by Mentors and Subject Matter Experts. Write standard operating procedures for proposal to the Ministry of Defense. Provide desktop publishing, copying and distribution support. Assists mentors and subject matter experts in developing, maintaining communicating proposal schedules, outlines, assignments and briefing slides as needed. Possess excellent communication skills for interviewing mentors, subject matter experts and the client to assure accurate transfer of information. Liaise with other members of the DynCorp Liberia SSR Team, the U.S. Government Operations Country Team, principals and senior members of the Liberian Government and Ministry of Defense. Other tasks as assigned
Background/Experience: The ideal candidate will be a retired U.S. military non commissioned officer (E7/8) or former senior publications professional from the U.S. Department of State or Department of Defense with experience transforming field notes and draft documents into legible comprehensive written policy or procedures. The Technical Writer will work directly for the Director of Restructuring, Ministry of Defense, Liberia.

| Required Skills |
The Writer must possess good communication skills, be able to multi task and organize the input from ten separate mentors into a coordinated work load and developing documents to be used at the national policy level. Experience in Africa is preferred, as is extensive experience in the areas of security sector reform and civil military relations at the highest levels. The candidate must be conversant in the challenges facing post-conflict governments and reconstruction of military institutions. The candidate must also be diplomatic, personable, flexible and equally comfortable speaking with entry level employees and principals.
