Working under the direction of the U.S. Embassy’s Political-Economic Counselor and the officer in charge of African Union issues in Addis Ababa, Ethiopia, and in close coordination with the U.S. Military Liaison Officer for the AU and the USAID AU Peace and Security Program Manager, the Peace and Security Capacity Building Advisor/Project Manager is tasked with the following:
African Standby Force • Serve as the Addis-based coordinator of USG support for the AU’s African Standby Force (ASF) concept. This USG support, at present, largely covers the communications realm (although the Advisor’s role does not extend to support for the AU Situation Center). • Monitor G8 and other partner assistance for the ASF with a view towards defining potential areas of USG intervention. • Travel to the five ASF regions to monitor and report on these regions’ progress in developing brigades for the ASF. • Keep the AU informed on the Africa Contingency, Operations, and Training Assistance (ACOTA) program and its linkages to ASF. Identify opportunities for AU personnel to avail of ACOTA training and inform the U.S. Military LNO. • Advise on the formation of a database of western-trained staff officers. Conflict Management • Monitor, coordinate with and advise on grants or other support provided through USAID to the AU Peace and Security (PSD) and Political Affairs (PAD) Directorates, which may include: 1. The development of the Continental Early Warning System (CEWS) with a view towards defining potential areas of U.S intervention, including through the U.S. communications contribution in the PSD. 2. The development of the database of African Experts for conflict prevention in the PSD. 3. Practical steps to enhance AU liaison office activities. 4. The establishment of an Electoral Unit in the PAD. Common African Security and Defense Policy • Track AU implementation of the CASDP • Other activities as agreed upon in support of the AU’s holistic approach to peace and security.

• Foreign Area Officer or Diplomatic background (preferably Africa) • Bi-lingual – proficient French fluency (speak, write, read)is prefered
