Security Cooperation Specialist and Advisor Job Code: 611009 Job Summary: Security Cooperation Specialist will work as a member of the Partnership Strategy Group-Iraq, which is responsible for conducting a wide range of initiatives that focus on the responsible drawdown of forces from Iraq while transitioning functions of USF-I to CENTCOM and the U.S. Embassy-Baghdad. Primary responsibility and emphasis will be on developing an Office of Security Cooperation for Iraq. Development will require coordination of both the ISAM and ITAM commands within USF-I and external coordination with the Embassy and CENTCOM HQs staffs. Coordinate and assist in the development of the security cooperation program. Ensure this program is synchronized with national policy and CENTCOM�s theater objectives. Planning must support the development of the partnership between the United States and Iraq and also improve the capacity of the Iraqi Security Forces. Specialist will support the development of the CENTCOM Iraq Country Plan, the USF-I Joint Campaign Plan and the development of numerous other Strategic and Operational Plans within USF-I. Specialist will assist the command as an expert in security cooperation activities and regional security cooperation issues. Interface between USF-I, CENTCOM and the U.S. Embassy�Baghdad and prepare briefings for the command on matters pertaining to security cooperation. Support the Director, Partnership Strategy Group- Iraq in the development of policy recommendations for future U.S.�Iraq partnership beyond 2011. Recommend strategy for achieving this partnership. Conduct research and analysis and publish papers on designated work groups. Must receive and process classified material. Principal Accountability's: � Provide advice and assistance to the command on Security Cooperation issues. � Develop design options for the Office of Security Cooperation (OSC)-Iraq. � Assist in the development and publication of the Security Cooperation Plan-Iraq. � Assist CENTCOM in the development and publication of the Iraq Country Plan. � Assist in review and update of the USF-I Joint Campaign Plan. � Assist in developing policy recommendations in support of PSG-I projects. � Assist in developing plans that provide guidance on U.S.�Iraq partnership beyond 2011. Included are budget recommendations for future OSC requirements. � Develop organization design options to meet USF-I requirements within parameters of available resources and within guidance received from CENTCOM and U.S. national policy. � Research, write papers and conduct briefings as required on security cooperation and issues of U.S. security cooperation with Iraq and other Middle Eastern nations. � Participate in OPTs/OPGs, meetings and conferences as needed. Lead the weekly Security Cooperation Plan Work Group SVTC. � Coordinate audiences and briefing materials required to execute working groups, SVTCs, and other meetings. Develop information papers, talking papers, courses of action analysis, etc. Provide executive summaries of each meeting to the PSG-I and supported DCG staff. � Submit a Weekly Activity Report to the Contracting Officer Representative (COR). � Coordinate audiences and briefing materials required to execute working groups, SVTCs, and other meetings. Provide executive summaries of each meeting to the PSG-I staff. � Develop plans in support of PSG-I and USF-I initiatives. Brief working groups and leadership as required. � Attend meetings as a representative of the Director of PSG-I and brief leadership. � Participate in all requested internal PSG-I coordination meetings. Requirements: Command and General Staff College (C&GSC;) Graduate, service equivalent or above Excellent written and oral communications skills. U.S. Secret Clearance. Computer skills: Microsoft Office proficient. Experience: Experience working in an Office of Security Cooperation or U.S. Embassy. Joint Operations and Staff Planning Experience. DISAM graduate (on-line course minimum) and a demonstrated understanding of security cooperation and security assistance operations. Education: Bachelor�s Degree. Highly Preferred: Master�s Degree in related area. Ability to speak Arabic or understanding of Arab culture. Experience working in an Office of Security Cooperation or U.S. Embassy within the CENTCOM AOR. Background in Foreign Military Sales Program and a general understanding of the defense budgeting process. Experience with OIF or other operations in the Middle East. |
