DESCRIPTION: The Senior Civil Engineer works under the direction of the VP for Engineering and Construction. This individual provides technical direction and specifics for responses and input to potential DynCorp initiatives involving new construction, facility maintenance, and other engineer related Base Operating Support (BOS) activities. Projects and work can potentially be in any geographic location worldwide and can involve large man-camps, operational regional camps, Forward Operation Bases (FOBs), aviation/airfield complexes, and other large civil projects. Participates with proposal teams in providing input and review of engineer related aspects of the submission. Is the DynCorp Government Services (GS) SME on the nature and scope of new construction and base services as they apply to proposal content for new work and modifications to existing contracts Adheres to all aspects of ISO 9001. MAJOR DUTIES AND RESPONSIBILITIES ARE TO: • Develop detailed and Rough Order of Magnitude (ROM) design services and construction estimates for proposed DynCorp International (DI) engineering projects and modifications. • Have the knowledge of current estimating, construction costing methods and practices with the ability to acquire related data from geographical areas not traditionally addressed in open sources. • Develop baseline Conceptual, Budgetary and Engineer’s Estimates reflecting design and construction costs. • Examine requirements and translate them into tangible facilities and services that can be provided in the most cost effective and constructible manner. • Review documents to be submitted by DynCorp Program and Business Development entities to existing and potential customers in competition for new work and services. • Apply standard practices and techniques in specific assignments, including an application of engineering/project scheduling and estimating tools. • Develop an ability to relate to the DynCorp standard proposal writing methodology that will enable engineer facets of the submission to be on target. • Apply business development fundamentals in the rendering of input and reviews to work products being prepared for submission. • Understand Standard Operating Procedures (SOP) for construction planning, design, facility maintenance, safety, and QC, as necessary. • Evaluate subcontractor bids, change orders, claims, and impact submissions for cost implications and financial adjustment with a Project Management control system. • Provide cost-effective solutions and recommendations to construction requirements and recommend procedures to minimize cost growth.
• Cooperate with visiting Government and DI personnel regarding new engineering initiatives and participate in their briefing or orientation. • Use an internet based Project Management system to setup, distribute, administer and archive all engineering design, bidding documents and project construction related correspondence, estimates, and schedules.
MINIMUM QUALIFICATIONS: • Education/Certification: A minimum of a 4 year Bachelor’s Degree in Civil Engineering (or in a related equivalent discipline) from an accredited institution recognized by the US Council for Higher Education. A Masters Degree and Professional Certification are desired. • Skills. Must possess a through knowledge of practices, standards, and regulations as they apply to the design, construction, and maintenance of camps, bases, aviation complexes, and major civil projects. Have excellent communications skills, especially writing and be computer software literate. Have the ability to use Project and Construction Management planning and reporting tools such as Microsoft Project and Primavera.

• Requirements: Be able to travel to remote location(s) in austere or inhospitable high stress environments in the conduct of site visits and reviews, working under minimal direct supervision, if required. Be a United States Citizen • Experience/Preference: 10-12 years of related work experience, a broad engineering background, site construction and facility maintenance experience, and previous experience on similar project types and related planning. Holders of a Masters Degree in a related field will be required to have 8-10 years of experience. Preference will be given to individuals who have had experience working on US Government and Military domestic and international projects and on business development activities.
