Position Description:
Directs the business management processes for a Major Department of Defense or Department of State Prime Contract for DynCorp International LLC.

Principal Responsibilities:
A. Manages and integrates daily work assignments for contract and subcontract management, financial management, human resource management, purchasing management and property management.
B. Manages proposal preparation in accordance with Cost Estimating System requirements, company policies and government regulations.
C. Prepare the Program Operating Budget.
D. Provide direct management guidance and supervision to Payroll to ensure the department is functioning properly.
E. Prepares and reviews employees Foreign Service Agreements (FSA) to ensure the proposed compensation is IAW the proposed labor category.
F. Review and approve Expense Reports.
G. Prepares various required financial reports to track Program performance against established metrics. The reports include, but are not limited to, Cash Disbursement Vouchers, funding forecast reports, performance against budget, Operating Profit, Return on Net Assets (RONA), and Days Sales Outstanding (DSO) performance.
H. Conducts on-going reviews of all program financial systems to ensure compliance with the applicable regulations, policies and contractual requirements to include but not limited to Earned Value Management System if required.
I. Analyzes contract performance to provide variances for bid, budget and forecast.
J. Conducts cost, schedule, contract performance, variance and risk analysis.
K. Performs other duties as assigned.

Education Required:

Bachelor’s degree in an associated discipline. Two (2) years’ experience in finance may be substituted for each of the four (4) years of college.

Experience Required:

Eight (8) years financial and/or accounting experience. Prefer at least three (3) years in a managerial position.




Required Skills
Special Knowledge/Skills Required:
A. Knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFAR), Cost Accounting Standards (CAS), and related federal and state legislation and regulations.
B. Working knowledge of EAR/ITAR requirements and compliance.
C. Knowledge of Service Contract Act and Davis Bacon Act as required.
D. Strong MS Office Excel and modeling skills.
E. Knowledge of accounting practices including DynCorp’s disclosed accounting practices.
F. Working knowledge in procurement administration and cost controls.
G. Strong analytical skills to oversee total operations for organization.
H. Excellent communication, effective leadership and interpersonal skills.
I. Demonstrate proficiency in Microsoft Office applications.
J. Excellent mathematical skills.
K. Working knowledge of earned value Management System
