Position Description
Purpose of the Position:

Manage all subcontract activity and ensure efficient, effective procedures are followed within GLS and by each of the field sites. To ensure that subcontract actions are in full compliance with the statutes and government regulations for federal contracting and interstate commerce, and that sound business practices are followed.

Principal Responsibilities of the Position:

A. Review, update, and ensure accuracy of Standard Operating Procedures and instructions
which govern purchasing, subcontracting, and cost estimating systems for DI.
B. Ensure administrative discipline is sufficient within the purchasing and subcontracting
organizations to ensure compliance with the SOPs and instructions.
C. Review teaming agreements and subcontracts for compliance with prime contracts requirements, statutes, and regulations.
D. Review and approve solicitations, subcontracting plan and actions, and subcontract documents.
E. Prepare proposals in accordance with all applicable federal laws, regulations, and established company procedures; prepare RFP’s for potential subcontractors in the same manner.
F. Audit all subcontract documents and cost estimating procedures.
G. Coordinates with Manager, Contract Pricing on overlapping contract issues.
H. Coordinates with Material Control on overlapping issues.
I. Performs special tasks which may be assigned.
J. Perform duties as Director, Small Business Center of Excellence

Education Required:

Bachelor’s degree in an associated discipline; MS desired Two (2) years in contracts or related field may be substituted for each year of the four (4) years of college.

Experience Required:

15 years experience in Government contract administration.



Required Skills
Special Knowledge/Skills Required:

Must be fully knowledgeable of the Federal Acquisition Regulation and applicable supplements; must understand Government subcontracts; must be familiar with procurement process.
