Position Description
The Project Manager works under the direction of a Country Director of Construction. Under certain circumstances this individual could manage a regional or country effort and be responsible to the VP for Engineering and Construction. This individual provides on-site administrative and technical management and leadership for the design, contract compliance, and construction of large multi-million dollar Government funded construction projects at a specified site, region, or country. Leads, and develops the assigned technical and professional staff responsible for the facilities construction management of projects from contract development through construction completion. Project is for the construction of specified facilities and capabilities associated with camp or complex construction.

MAJOR DUTIES AND RESPONSIBILITIES ARE TO:
• Lead, mentor and develop professionally all assigned professional and technical personnel.
• Supervise the total construction effort to ensure the project is constructed in accordance with the design, budget and schedule.
• Supervise, control and monitor subcontractors as required by the contract.
• Plan, coordinate, and supervise on-site functions (scheduling, material control, and day-to-day direction of on-site administrative staff, when assigned).
• Apply standard practices and techniques in specific construction assignments, including proficiency in use of engineering/project scheduling tools.
• Develop quality and workmanship standards and adhere to construction specifications.
• Follow and implement Standard Operating Procedures (SOP) for construction planning and administration, design, support and QC, as required.
• Provide and monitor quality and timeliness of performance requirements for construction tasks. This includes providing work schedules for the assigned staff.
• Authorizes and/or approves project personnel transactions, RPs, and coordinates project Changes Orders (COs) and modifications with the Director of Construction and the client.
• Manages the work of teams to procure and construct work.
• Provides technical assistance and interpretation of drawings, recommending construction methods and equipment, as required.
• Ensure all project staff and subcontractors employed to execute engineering-construction tasks conform to applicable work rules and SOPs for security, safety, environmental controls, hazardous materials and underground utilities. Will oversee the documenting of all violations and recommendations for corrective action.
• Log, reference, distribute, and file all related correspondence, drawings, and documents.

• Provide cost-effective solutions to construction requirements/situations and establish review procedures to minimize cost growth.
• Prepare and issue timely reports on nonrecurring services.
• Submit as required Construction Reports, to monitor progress against schedule/timelines.
• Cooperate with visiting Government and DI personnel conducting official inspection visits and surveys and participate in their briefing or orientation.
• Develops, guides, and mentors assigned staff; correcting (when necessary) and improving their performance.
• Perform additional assignments per the Director of Construction’s direction.

MINIMUM QUALIFICATIONS:
• Education/Certification: 4 year Bachelor’s Degree in Civil Engineering or Construction Engineering (or in a related equivalent discipline) from an accredited institution recognized by The US Council for Higher Education. Professional Certification/Project Management Certification is desired.
• Skills. Excellent communication, organizational, supervisory, and leadership skills are essential. Must possess a through knowledge of practices, standards, and regulations as they apply to the design, contracting, and construction of the regional camps, forward operating bases, and other large civil projects. Have the ability to use Project and Construction Management planning and reporting tools such as Microsoft Project and Primavera.
• Requirements: Must be able to travel to and between remote location(s) in austere or inhospitable high stress environments, and work with minimal direct supervision
• Experience/Preference: 8-12 years of related work experience, a broad engineering management and/or construction background, and previous experience on similar project types. Preference will be given to individuals who have experience in government funded projects in the Middle East and/or underdeveloped countries.
