| Position Description |
The Senior Construction Engineer is the lead office engineer working under a Director of Construction or lead engineer on a large project under an on-site Project Manager. This individual provides technical direction and leadership for the design compliance, construction, and Facility Maintenance (FM) of large man-camps, container camps and Forward Operation Bases (FOBs) throughout a specified country or job site. Manages the assigned technical and professional construction and FM staff responsible for the facilities construction management and FM from concept development through completion and beyond. Work includes the construction and maintenance of many projects simultaneously or a large civil projects. Adheres to all aspects of ISO 9001.
MAJOR DUTIES AND RESPONSIBILITIES ARE TO: • Assist to oversee and provide guidance to the Construction Engineer(s) and Construction Engineer(s)(O&M;) in the execution of their construction and maintenance functions. • Insure that projects are constructed in accordance with design drawings, specifications, schedules, contract funding, and procedures. • Develop Rough Order of Magnitude (ROM) estimates for proposed DynCorp International (DI) engineering projects, modifications, and FM activities. • Apply standard practices and techniques in specific engineering assignments, including proficiency in use of engineering/project scheduling tools. • Develop quality and workmanship standards and adhere to construction specifications. • Follow and implement Standard Operating Procedures (SOP) for construction planning, design, support and QC, as necessary. • Provide and monitor quality and timeliness of performance requirements for engineering tasks. This includes providing work schedules for a staff, when assigned. • Ensure that the integrity of master plans is maintained and maintain and update the general site plans for all facilities including new facilities. • Manage the work of teams to plan, design, procure and construct work. • Control, secure, and account for Government Property. • Ensure all subcontractors employed to execute engineering-construction and FM tasks conform to applicable SOPs for security, safety, environmental controls, hazardous materials and underground utilities. . • Log, reference, distribute, and file all related correspondence, drawings, and documents. • Provide cost-effective solutions to construction and maintenance requirements/situations and establish review procedures to minimize cost growth. • Develop as required Construction and Maintenance Reports, to monitor progress against schedule/timelines. (Reports will be reviewed by DI Senior Managers and forwarded to the Department of State (DOS)) • Cooperate with visiting Government and DI personnel conducting official inspection visits and surveys and participate in their briefing or orientation. • Be prepared to perform the duties of the Director of Construction or Project Manager when required.

MINIMUM QUALIFICATIONS: • Education/Certification: 4 year Bachelor’s Degree in Civil Engineering (or in a related equivalent discipline) from an accredited institution. An EIT or Professional Certification is desired.
• Requirements: Be able to travel to and between remote location(s) in austere or inhospitable high stress environments, and work with minimal direct supervision. • Experience/Preference: 8-10 years of related work experience, a broad engineering background, site construction experience, and previous experience on similar project types. Preference will be given to individuals who have worked on US Government and Military domestic and international projects.
