DESCRIPTION:
The QA/QC Safety Technician is responsible for QA/QC materials testing and /or verification, implementation of the DynCorp International (DI) and contractors Safety Programs, and the monitoring of construction activities at DI construction sites. Design and specifications familiarity will be required to facilitate construction, site access, and utility services placement on both small and large projects. Construction coordination and monitoring involves facilitating the obtaining of construction related permits and passes and in insuring contractors are performing their work in accordance with the contract and established Safety and Quality criteria. This is in support of all construction projects assigned to CIVPOL Iraq. Adheres to all aspects of ISO 9001.

MAJOR DUTIES AND RESPONSIBILITIES:
• To be primarily responsible for the hands-on on-site monitoring of prefabricated and container camp construction subcontract technical performance and progress, through completion.
• To assist with the following phases/actions: project start-up; project construction management; project/contract modifications due to differing site conditions; scheduled inspections of contractor performance; project acceptance and close out.
• To follow a weekly schedule of activities developed by the Site Construction Manager. This will be supplemented with project status reports to include project construction schedules.
• To orient contractors prior to construction, to review SOP’s and procedures for the sub-contracting of facility projects and the health, safety, environmental, and QA/QC programs.
• Determine compliance of field construction sites in the areas of ISO, QA, Safety, and Environmental issues.
• Monitor construction activities and their compliance with plans and specifications from start to finish.
• Conduct Pre-construction and regular construction progress meetings with contractors, as needed..
• Ensure all on-site personnel comply with project procedures, the Safety Program requirements, work rules, and that all violations are documented and include recommendations for corrective actions to be taken.
• Request for approval any added/deleted items of work, as needed that will enhance construction quality results.
• Oversee all security efforts and operations related to on-going construction projects.
• Review and approve all materials to be used are in construction in accordance with contract drawings and specifications.
• Act as Liaison between DI and contractor project managers/superintendents on matters related to planning, permitting, potential disruptions, approvals, work progress, and scheduling.
• Assist in the commissioning of completed projects as they become ready for turnover after fulfilling all contract requirements.
• Tend to any special projects that the Senior Construction Engineer or Construction Engineer Manager deems necessary.

MINIMUM QUALIFICATIONS:
• Education/Certification: A 2 year Associates Degree in Construction Technology or equivalent academic and/or technical certifications in Construction, Safety, and Quality Control Management, from an accredited institutions/agencies recognized by the US Council for Higher Education, or equivalent national entities.
• Skills. Be able to travel to and between remote location(s) in austere or inhospitable high stress environments, and work with minimal direct supervision. Must have a working knowledge of Quality Compliance, QA, Safety, and Occupational Safety and Health Administration. Knowledge if Industrial Safety Programs, Occupational Safety, Safety and Health Administration Requirements, and Code of Federal Regulations. Has the ability to read plans and specifications, interpret and explain program data and follow schedules.
• Experience/Preference: 4-8 years of work experience that includes a broad construction background, site construction experience, Quality Assurance, ISO -9000, Safety and environmental Compliance. Preference will be given to individuals who have worked on US Government and Military domestic and international projects. Must be familiar with the U.S. Government Federal Acquisition Regulations. Experience in the use of documents relating to the development of projects, contracting, and construction.
