Position Description
Job Summary
Responsible for ensuring that aircraft operated are maintained within required specifications and are airworthy before operation.

Principal Accountabilities
JOB DUTIES & RESPONSIBILITIES
Assist in the monitoring and evaluation of maintenance personnel and maintenance actions performed, inspects aircraft equipment condition for safety, and ensures compliance with technical directives. Reviews aircraft historical records, log book entries, test measurement and diagnostic equipment, Army Oil Analysis Program (AOAP) Air Wing Information System (AWIS) and weight and balance for accuracy and compliance. Advises maintenance personnel in the use of technical data to troubleshoot, repair, or replace malfunctioning systems. Verifies proper procedures, tools and technical data are used while conducting maintenance. Conducts audits/surveillance of maintenance programs to ensure compliance with the Quality Control and Maintenance Plans.
OTHER or ADDITIONAL RESPONSIBILITIES
Oversees and trains Host Nation personnel in the accomplishment of the duties as outlined in the approved quality control plan. Also acts as the Safety Management Representative (SMR).

Knowledge & Skills
A.Knowledge of The Army Maintenance Management System (TAMMS), Aviation unit level and Intermediate level maintenance processes and procedures. Extensive knowledge of component time before overhaul, records keeping, historical records, and associated equipment, and applicable technical orders required.
B.Working Knowledge of all Department of Defense, and Federal Aviation Administration maintenance management programs, historical records, and system of component tracking and air worthiness directive tracking.
C.Exceptional ability to comprehend all aspects of TAMMS, Quality Control, Quality Assurance, and generally accepted maintenance practices is required
D.Working knowledge of Quality Control, Quality Assurance and related programs and Department of State regulations.
E.Exceptional knowledge of and application of AWIS data management systems.
F.Effective interpersonal skills for complex system inspection relating to safety of flight and on the job maintenance activities.
G.Ability to analyze inspection findings, and determine best case analysis.
H.Must be fully knowledgeable of all requirements within the complex aviation maintenance repair, overhaul and functional use as they apply.
I.Must be able to interpret technical data, and determine best case path forward to correct deficiencies.
J.Travel and supervision of large groups of maintenance personnel may be required on a periodic basis
K.Ability to obtain and maintain a Moderate Risk Public Trust (MRPT) through Department of State Background Investigation is a condition of continued employment.
L.Must possess a current U.S. passport or the ability to obtain one before the assignment.

Experience & Education
5 years experience in Quality Control with expertise in one or more aircraft systems as a senior aircraft mechanic. Must be able to read, write and interpret technical data. Must be familiar with aircraft sub-systems, components, associated equipment and technical documentation systems. An FAA Airframe and Power plant (A&P;) Certificate is required. CMF 15 Aviation MOS series or other military/commercial equivalent. High School Diploma or equivalent is required.

Physical Requirements/Working Environment
Activity is principally accomplished in an office environment. Duties require frequent travel and require the individual to work outside the office environment. Typical physical demands or activities include climbing, standing, bending, stooping, pushing, kneeling, reaching and walking. May be required to lift objects whose weight normally will not exceed 50 pounds. Special vision abilities required to perform this job are close vision, peripheral vision, color vision, depth perception and the ability to adjust and focus.

The work conditions are normally those of a standard office environment where there is little physical discomfort. During the performance of duties outside the office environment, the diversity of work conditions may range from an environment where there is little or no physical discomfort, to an environment where inclement weather may subject individual to changes in temperature and weather. May be exposed to areas where high noise hazards prevail. May be exposed to fumes or airborne particles; may be exposed to electrical shock hazards or work near moving mechanical parts.

Travel
Travel to and between CONUS and OCONUS locations is required.
