| Job Summary The Company that DynCorp International is supporting has been awarded a Governance Strengthening Program in Iraq. DI is looking for a highly qualified Expatriate/Third Country National (TCN) Program Manager capable of building and managing the full spectrum of security for the program. These projects vary in size, technical area, geographical scope, and period of performance. Although primarily based in Baghdad and Hilla, project work will also be conducted in cities such as Erbil and Bosra. In addition to ongoing projects, the Company often sends new business and other overhead travelers into Baghdad with potential travel to other provinces. The program establishes and operates a fully staffed operation center responsible for ensuring security of the Company�s personnel and assets. Principle Accountabilities JOB DUTIES & RESPONSIBILITIES � Provide overall supervision, administration, management, and work flow planning of the DI security team staff. � Responsible for the contract-wide command, leadership and management of all project personnel � Overall responsible for all aspects of the delivery of services under his/her specified task order within the designated operating areas. � Coordinates directly with the Company�s Security Team in Iraq (COTR), and as required with the Company headquarters (HQ) security team, and with the Company contracting authority regarding all aspects of contract execution. � Attend meetings, briefings, working groups and other forums as required by the Company Security Team. � Responsible for setting the mission tempo that best supports the Company security requirements and project missions, resolving problems regarding service delivery, and the performance and discipline of the team. � Meet periodically with the COTR, the Company Security Director and the Company contracting authority (as requested) to review Contractor performance and resolve any and all problems identified with COTR. � Overall responsibility for all areas of the contract and must be able to negotiate contract actions on behalf of the Contractor (and as required). Reporting Relationships Title of Direct Report(s): Security and Life Support Team Title of Supervisor: Company Security Director Internal/External Contacts � Internal: Company Security Team; Company Chiefs of Party � External: United Nations security services; host government counterparts Knowledge & Skills � Complete certified training in weapons, communications, counterterrorism operations, and threat familiarization, inclusive of fire prevention, mitigation, and containment � Diplomatic and mature professional skills required to provide close protection services for clients when travelling, and while at the venue site. � Demonstrated skills and experience in managing large security service organizations from geographically separate locations. � Technical expertise in security concepts and techniques and the ability to integrate program security activities with other external security resources as needed � Demonstrated excellence�in written and verbal communication, field performance, liaison activities, and staff functions, and be in the top end of his/her peer group � Fluent in military structures � Highly developed cross cultural communication skills, proven problem solving skills and good interpersonal management skills � Fluent in English (written and spoken) Experience & Education � Minimum of (10) years Military/Police service with rank of Officer � Minimum of (5) five years service in Iraq/Afghanistan in a management position � Experienced in conducting security assessments, advanced planning and coordination for secured movements, site security operations, and serving as a liaison to supported Company � Experience in managing large security service organizations from geographically separate locations � Considerable experience as a staff officer, as well as field leadership � Management experience in large civilian operations in conflict zones Physical Requirements/Working Environment � Living and work conditions at the assignment location could be remote and uncomfortable � Long hours, exposure to weather and hazardous conditions � Should be capable of moving on short notice and under adverse conditions � Physically and medically fit to operate in a hostile environment |
