The Counter Narcotics Global Solutions - Aviation Fleet Management program is a consolidation of two previous contracts – Counter Narcoterrorism Technology Program Office, and Training and Assessment for the Afghanistan National Army Air Corps (ANAAC).
As a subcontractor, DI is helping rebuild Afghanistan’s air force by providing aviation training, operations, maintenance, and logistical support at Kabul Afghanistan International Airport for Afghan military and Ministry of Interior forces. We support the Combined Air Power Transition Force-Afghanistan with Mi-17 aircraft training for the Afghanistan Ministry of Interior’s counter-narcotics air squadron. Additionally, we support the Combined Security Transition Command-Afghanistan, assessing and rebuilding Afghanistan’s air force and providing aircraft maintenance, logistics support, and training.

Contract Field Teams (CFT) is a U.S. Air Force ID/IQ contract that provides temporary and long-term support for aircraft technical service. CFT is administered by the Oklahoma City Air Logistics Center at Tinker Air Force Base. All branches of the military as well as some civilian agencies are eligible to use the contract vehicle. DI has held this contract since its inception in 1951, making it one of the longest continuous incumbencies in government contracting. This is an ID/IQ contract, and DI today is one of five service providers. We provide maintenance, modification, repair, and logistics support for aircraft, weapons systems, and support equipment for all branches of the military and other agencies. The CFT mission includes modification, organizational, intermediate, and limited depot-level maintenance and major overhaul of airframes, engines, transmissions, avionics, radio, electrical, and hydraulic components on all types of military aircraft and equipment. DI CFT teams work at more than 50 locations globally.

Mission: The U.S. State Department’s Bureau of International Narcotics and Law Enforcement (INL) carries out U.S. foreign assistance programs for the control of international narcotics. This assistance is designed to help foreign governments improve their ability to develop and implement national strategies and programs to prevent the production, trafficking, and abuse of illicit drugs.
INL supports governments worldwide in their efforts to locate and eradicate drug crops, interdict drug production and trafficking activities, and develop their own institutional counter-narcotics aviation programs.
INL Support Program: DynCorp International is contracted to provide the U.S. State Department’s Bureau of International Narcotics and Law Enforcement Affairs with critical depot maintenance, logistics support, search-and-rescue, security, and administrative support for down-range drug eradication operations in Bolivia, Peru, Colombia, Guatemala, Afghanistan, and Pakistan.

The Afghanistan Civilian Advisor Support (ICAS) mission is to train and support the Afghan National Police force. DI provides mentoring and logistical support, maintains a Family Response Unit, and manages an Identification Card Unit. We also procure equipment for foreign police and provide construction services.

In August 2007, the Army Corps of Engineers selected DI as one of five companies awarded the right to compete for construction task orders between $5 and $25 million in Afghanistan.
The first task order awarded to DI, construction of a border police facility in Bermel, Afghanistan, was placed on hold by the customer, along with other projects near the Pakistani border.
The second task order awarded is Garmser:
* Garmser – DI is managing construction of a complex to support the Afghanistan National Civil Order Police. The project includes offices, living and operational facilities, motor pool, guard towers, and a perimeter wall for 305 police personnel in Garmser, Helmand Province, Afghanistan.

Awarded by the US Army, support requirements may be in the U.S. for troops preparing to deploy, or worldwide. Requirements focus on logistics and contingency skills and capabilities to support the Department of Defense, U.S. government inter-agencies, and non-governmental and coalition forces. While support is not limited to military operations, the immediate focus is on troops deployed to the Middle East.
LOGCAP IV is the Army component of the Department of Defense’s effort to engage U.S. companies in providing a broad range of support services for U.S. and allied forces during combat, peacekeeping, humanitarian, and training operations. The services include:
* Supply operations, such as the delivery of food, water, fuel, spare parts, and other items
* Field operations, such as dining and laundry facilities, housing, sanitation, waste management, postal services, and Morale, Welfare and Recreation activities
* Other operations, including engineering and construction, support to communication networks, transportation and cargo services, and facilities maintenance and repair.
The contract’s objective is to use civilian contractor support for selected services, in order to free military units to perform other missions, or to fill shortfalls.

* Liberia Security Sector Reform (LSSR)
DI was selected to decommission the previous army, and recruit and vet personnel to establish a new, democratic Armed Forces of Liberia. We provide initial entry training, advanced infantry training, and a leadership track training cycle that includes a basic non-commissioned officer course and officer candidate course for 2,000 personnel. We also recruit, vet, and train staff for the new Liberian Ministry of Defense.
* Somalia Peace Operations
DI provides logistical sustainment for participating countries in the African Union Peacekeeping Mission to Somalia (AMISOM).
* Sudan Assessment and Evaluation Commission (AEC)
The AEC monitors compliance with the Comprehensive Peace Agreement that was signed by the government of Sudan and the Sudan People’s Liberation Movement/Army in January 2005. The U.S. provides financial support for the AEC. Partners include Norway, Italy, the Netherlands, and the UK. The Norwegians ended their support in December 2007, and the Italians have contributed one researcher.
* Sudan General Officers Course(GOC)
DI provides staff skills training for SPLA officers to help develop a more professional military. This includes transition training and the management of training to assist the Government of Southern Sudan.
* Sudan Security Sector Transformation (SST)
We support the State Department’s effort to help the Sudanese Peoples Liberation Army become a professional force by providing more effective management, operations, and maintenance support. Our work includes civil engineering and construction services to establish a headquarters and several sector camps, as well as procurement of equipment, communications, and vehicles.

This massive job involves unloading ships, performing preventative and corrective maintenance on thousands of pieces of equipment, inventorying and restocking supplies and reloading of ships. Technicians and mechanics will service more than 500 types of equipment including trucks, jeeps, amphibious-assault and light-armored vehicles, communications equipment, tanks, generators, fuel and water systems and medical and dental equipment.
